Thomas was first elected in May 2016 as a City of Lincoln Councillor for Witham Ward where he now serves as Leader of the Conservative Group. He is working hard to make sure that the residents of Witham are heard and that they are having their voice heard at City Hall. Thomas was re-elected as City Councillor for Witham Ward in May 2023.

Thomas was also elected as a county councillor in May 2021, representing Waddington and Hykeham East, he was re-elected in May 2025.

Thomas was appointed as the Shadow Executive portfolio holder for Growth and Corporate Property on Lincolnshire County Council in May 2026.
