Thomas was first elected in May 2016 as a City of Lincoln Councillor for Witham Ward where he now serves as Leader of the Conservative Group. He is working hard to make sure that the residents of Witham are heard and that they are having their voice heard at City Hall.

Bill was first elected as Councillor for Witham Ward on 12 December 2019, following a byelection, before his re-election in May 2021 and May 2024. Bill served as Mayor of Lincoln from May 2024 until May 2025.
